The Mayor serves as chair of the City Council and is a member of the governing body, but casts a vote only in the event of a tie or very limited circumstances as outlined by state law. He officially represents the City on public and ceremonial occasions, and appoints City officials and Board Members with the advice and consent of the Council. Highland City has a six-member Council Manager form of government and employs a full-time City Administrator to assist the part-time Mayor in the day-to-day operations of the City. Both the Mayor and City Council Members serve staggered four-year terms on a part-time basis. Elections in Highland City are nonpartisan and at large meaning they represent the entire city not just individual areas.
