
Lower Power Plant
Harvey Payne & Ella Louise Smout Foster
The Fosters came to Highland in 1935 and most likely lived at the power plant (Number 70 on the 1958 Highland map), since he was a power house operator. Harvey was born July 25, 1905, in Ogden, Utah to William Payne and Eunice Carrigan Foster. Ella was born August 21, 1909, in Deweyville, Utah to James Moore and Hannah Louise Dorney Smout.
In 1930 they lived in Odgen on a dairy farm and in 1940 were in Grace, Idaho where he was a power house operator. They had two children: Jean and Stephen H. Harvey died September 15, 1991, in Ogden and Ella died June 2, 1997, in Bountiful and they are buried in the Odgen City Cemetery.
