Responsibilities
This department is responsible for ensuring that adequate controls are maintained over the use of the City's funds. Service components include maintaining the City's accounting system, auditing bills, managing the payroll function and purchasing procedures, assisting the City Administration in the preparation of the budget, and collecting user fees and utility payments.
Budget Preparation
Highland City operates on a fiscal year which runs from July 1 to June 30. Public hearings are held at City Council meetings in May and June, and a final version is adopted by the City Council by the end of June. By state law, the City Council must adopt the budget unless there is a proposed property tax increase, which requires a truth-in-taxation hearing to be held in August. Quarterly Public Financial Reports

Bond Disclosure & Audit Reports
