On December 3, 2019, City Council approved the Open Space Disposal and Removal of Neighborhood Trails in the Wimbleton Subdivision.
On December 10, 2019, citizens of Highland City filed a referendum application challenging that law and ordered that it be referred to the voters for their approval at a future municipal election. In order for the law to be placed on the ballot, sponsors were required to collect 1,183 valid signatures. The sponsors have collected more than the required number of signatures and as such the item will be placed on the 2021 Municipal Election ballot. Prior to the election, the City will produce a Voter Information Pamphlet that will be distributed to all registered voters.
The process for a referendum is outlined in Utah State Code Title 20A Chapter 7 Part 6 and Part 4. The state also has a very informative walk-through for the process which can be found at the following link: https://voteinfo.utah.gov/Instructions-for-a-local-referendum/. As a part of the signature gathering phase of the referendum, the City produced a Proposition Information Pamphlet that includes: (1) a copy of the referendum application, (2) an argument prepared by the sponsors of the referendum, (3) an argument prepared by the majority of the City Council, and (4) a fiscal and legal impact statement.
